Sir,
Colonial Secretary's Office,
Hong Kong, 3rd September 1902
108,
The
I am directed to transmit to you for the consideration of His Excellency the General Officer Commanding the enclosed plan shewing the proposed line of the reclamation which it is contemplated will soon be undertaken by the Colonial Government in front of the Praya East.
On the plan is marked the outline of the original Eastern boundary proposed for the reclamation now being carried out by the Naval and Military Authorities, and also the outline of the work as executed on the Eastern side of the reclamation.
A suggested extension of the War Department reclamation is also shown, in the event of the War Department desiring to avail itself with the permission of the Colonial Government of the opportunity afforded by the Praya East reclamation scheme to extend the boundaries of its reclamation seaward.
It will be obvious to His Excellency that the Eastern boundary of the War Department reclamation as executed interferes seriously with the rights of the Marine Lot holders on Praya East, and consequently with the scheme of the Colonial Government, and I am to observe that if when the War Department reclamation was undertaken...

Deputy Assistant Adjutant General (A).
